標(biāo)書(shū)（bidding documents）是由發(fā)標(biāo)單位編制或委托設(shè)計(jì)單位編制，向投標(biāo)者提供對(duì)該工程的主要技術(shù)、質(zhì)量、工期等要求的文件。標(biāo)書(shū)是招標(biāo)工作時(shí)采購(gòu)當(dāng)事人都要遵守的具有法律效應(yīng)且可執(zhí)行的投標(biāo)行為標(biāo)準(zhǔn)文件。它的邏輯性要強(qiáng)，不能前后矛盾，模棱兩可；用語(yǔ)要精煉、簡(jiǎn)短。標(biāo)書(shū)也是投標(biāo)商投標(biāo)編制投標(biāo)書(shū)的依據(jù)，投標(biāo)商必須對(duì)標(biāo)書(shū)的內(nèi)容進(jìn)行實(shí)質(zhì)性的響應(yīng)，否則被判定為無(wú)效標(biāo)（按廢棄標(biāo)處理）。標(biāo)書(shū)同樣也是評(píng)標(biāo)最重要的依據(jù)。標(biāo)書(shū)一般有至少一個(gè)正本，兩個(gè)或多個(gè)副本。
