Additionally, this will attract the attention of various agencies who will then become involved in inspections and reviews to enforce government regulations. All these are business reasons for activating the required Safety Program.

　　Other reasons, though not measured by dollars and cents, are the humanitarian considerations of preventing injury and suffering for the workers assigned to the project.

　　Please forward to the Owner immediately a finalized copy of your Safety Program for our use. You are also requested to provide corrective actions necessary to alleviate the present conditions.

　　We should like to express our concern regarding security at the project site.

　　On August 26 afternoon, our resident engineer stopped three male unauthorized and unescorted visitors from wandering into Adit B while tunnel production work was in progress. Your site workers did not question their presence or discourage their attempt to enter the adit without wearing safety helmet. The visitors told our resident engineer that the security guard at the main gate let them in without passes after they informed him that they wanted to visit the project. Later, our resident engineer spoke with the guard at the main gate and found out that these visitors were registered as tourists in the Visitor’s Register and permitted into the site.

　　This incident is not an isolate one. We have on previous occasions spotted unauthorized visitors at the site. Also, records in the Visitor’s Register revealed that many visitors have been allowed into the site without passes. You must realized that these incidents are serious security violations and pose unnecessary danger to these visitors. In our previous letters, we outlined the security procedures to enter the project site. We suggest that you, particularly your security guards, familiarize themselves with these procedures and enforce them without exception.

　　Because explosives are stored and used, expensive equipment and supplied are stored and construction is ongoing at the site. You must take the security and safety concerns of this project seriously. We urge you to take action to improve your current measures immediately.
